Where the free part comes from
If your firm has Microsoft 365 with Teams, you already own a small relational database per team. A canvas app, a flow or a Copilot Studio agent built inside Teams can use it at no extra licence cost. It is a good place to start a simple internal tool, and I recommend it more often than people expect. The four limits that end it are set out in Dataverse for Teams limits.
What full Dataverse actually costs
There is no standalone Dataverse price. Full Dataverse arrives inside a Power Apps or Power Automate licence, and the capacity comes with it. For a firm under 20 staff the routes are these.

The pay-as-you-go break-even is worked in Power Apps pay-as-you-go in NZ, and the plan that came off sale is in the per-app plan post. Only people who open the app or own a flow need a licence, so staff who just receive an email from a flow need nothing beyond Microsoft 365.
What capacity you get for nothing
The first licence gives the tenant 10 GB of database space, and each Power Apps Premium licence adds 250 MB. Ten users have 12.5 GB. As a working estimate, 1 GB holds roughly half a million to a million ordinary rows, so most firms under 50 staff never buy extra. If you do, it is NZ$64.70 per GB per month. When the free tier stops being enough
- The app needs to live outside Teams. A website, a phone app for the field, or another system that has to reach the data all need full Dataverse.
- One premium connector. SQL Server, HTTP and Dataverse itself are premium. The whole app then needs a paid licence for every user.
- The data approaches 2 GB. Photos and attachments get there years before a million rows. At the cap existing apps keep working and nothing new can be built.
- You need an API, model-driven apps or an audit trail. None of those exist in the Teams tier.
The move is one-way and needs standalone licences for every user afterwards; the mechanics are in upgrading Dataverse for Teams to Dataverse. If the data does not need relationships or an audit trail, a SharePoint list costs nothing per user and is often the better free option; SharePoint or Dataverse has the test.
