An authenticated capacity pack covers 100 unique logged-in users a month for NZ$323.60; an anonymous pack covers 500 unique visitors for NZ$121.30. Both bundle a slice of Dataverse storage, and provisioning the site itself needs no separate capacity at all.

An authenticated Power Pages capacity pack covers 100 logged-in users a month for NZ$323.60, as at 22 September 2026, on a site licensed and billed in NZD. The pay-as-you-go alternative, billed through Azure at USD 4 a authenticated user and USD 0.30 a anonymous user, suits a site whose traffic is lumpy rather than steady, such as a portal three clients use hard one month and nobody touches the next. What one unit actually means

An authenticated user is a unique person who logs in through an authentication provider at least once in a calendar month, tracked against the ID of their Dataverse contact record. Logging in every day that month still counts as one user, not thirty, which is the opposite of the old Power Apps portals model that counted every login. An anonymous user is a unique visitor identified by a cookie in their browser; using a different browser, a different device, or clearing that cookie creates a fresh anonymous user even if it's the same person. A sign-in page on its own doesn't need an anonymous licence at all, as long as the rest of the site sits behind authentication.

Where a site mixes internal staff and outside customers or contractors, the licence for each internal user can instead come from an existing Power Apps per-user plan or a Dynamics 365 enterprise licence, in which case that person doesn't count against the Power Pages authenticated capacity at all. The Dataverse storage bundled in

Unlike the older Power Apps portals licensing, which needed a separate 1 GB of Dataverse capacity just to provision an extra website, a Power Pages capacity pack bundles storage in. An authenticated capacity pack adds 2 GB of Dataverse database storage and 16 GB of file storage per pack; an anonymous pack adds 500 MB of database and 4 GB of file storage per pack, both on top of a flat 5 GB database baseline included per tenant. For a site expecting to store meaningful attachments or list data rather than just log-ins, that storage allocation is worth checking against Dataverse's own capacity rules before assuming the pack covers everything.
